SECTION I: CONSTITUTION
Article 1 NAME
1.1 The name of this League shall be the “Winnipeg
Women's Soccer League Incorporated”, herein after referred to as
the “WWSL”.
Article 2 MISSION
2.1 Our mission is to foster the promotion, development
and administration of Women’s soccer, and encourage life-long soccer
involvement, by providing a structured League dedicated to giving as many
Women possible, aged 18 and over, the opportunity to play soccer.
Article 3 OBJECTIVES
3.1 To provide indoor and outdoor soccer within
a promotion and relegation league structure.
3.2 To ensure adherence to the FIFA
Fair Play Code, league and Provincial association by-laws, rules,
regulations, and policies. Click here

3.3 To foster involvement in the soccer community
through support or administration of player development, coaching and
referee clinics, Provincial and University programs, facilities, soccer
events and competitions.
3.4 To support retention of teams and continuous
growth of the League.
Article 4 AFFILIATIONS
4.1 The WWSL is affiliated and sanctioned by the
Manitoba Soccer Association (MSA) and the Canadian Soccer Association
(CSA). As such the WWSL shall abide by all the rules and regulations set
out and established by the MSA, the CSA, and the Fédération
Internationale de Football Association (FIFA), the world governing body
for soccer. The League may in turn establish Rules and Regulations to
be followed by the Member Clubs. The WWSL may also affiliate with other
Sport Organizations that provide the same objectives as the WWSL.
Article 5 MEMBERSHIP STATUS
5.1 All Manitoba senior Women’s Teams are
eligible for membership. Teams located outside of a 120 kilometre radius
of the geographical centre of the City of Winnipeg must play their games
within the 120 km radius. All new Teams wishing to enter the WWSL must
apply to the WWSL for admission by the deadline date and complete the
"New Team Application" form. All applications for Team entry
are subject to approval by the WWSL Executive.
5.2 A maximum of three Teams may affiliate under
one Club with the same Owner/Manager/ or Director of Record. Teams must
follow MSA policy regarding affiliation, and apply with the WWSL for club
affiliation status. The deadline to affiliate will be May 1st for the
outdoor season, and October 1st for the Indoor season.
5.3 All WWSL Teams must affiliate with MSA, including
Teams playing within a Club system within the jurisdiction of the League.
For Teams playing within a Club system outside of the jurisdiction of
the WWSL, at least one Women's Team must affiliate directly with MSA.
5.4 The application deadlines for entry into the
League will be March 1st for the Outdoor Season, and September 1st for
the Indoor Season.
5.5 A Player may not register as a senior Player
until the year in which she will attain eighteen (18) years of age.
5.6 All Masters players must be thirty-five (35)
(and over) years of age prior to January 1 of the current year.
5.7 Teams must have one or more Officers registered
with the MSA and two officers registered with the WWSL to indicate Owners/Officers/Directors
of Record. It is the responsibility of each Team to inform the MSA and
the WWSL in writing of any changes in Officers. In the case of a dispute,
the MSA and the WWSL will consider those named on the MSA Affiliation
Form as Owners/Officers/Directors of Record.
5.8 Upon entry into the League, each team must
pay a refundable Performance Bond to be determined by the Treasurer and/or
Executive prior to each season. Upon a Team's termination with the League,
the remainder of the Performance bond will be returned to the Team's representative.
5.10 All new Teams must put forward one representative
to take the MSA entry level Referee Course, and must complete at least
ten (10) assignments.
5.9 A Team that has been dissolved must re-apply
for entry into the League.
5.11. A Team choosing not to participate in a season
will lose their standing within the League, and must re-apply for admission.
Article 6 MEETINGS
6.1 The Annual General Meeting of the WWSL shall
be held in the fall. Regular League meetings of the WWSL may be held on
the last Thursday of the month, and divisional meetings shall be held
at the call of the Executive. A meeting may be held at anytime upon request
of the President, Executive, and/or the majority of League membership.
6.2 All Member Teams must appoint one Team Representative
and one Alternative Team Representative to serve on the League board of
representatives. Teams who fail to have a Team Representative attending
a WWSL meeting shall be fined Twenty-Five dollars ($25) per meeting to
be applied against their Team Bond.
6.3 It will be mandatory for each Team to send
a representative to the MSA Annual Meeting or any special meeting called
by the MSA. Failure to do so will result in a fine to be subtracted from
the Team's Performance Bond. The amount of the fine will correspond with
the amount for missing a WWSL meeting.
6.4 All WWSL meetings will be governed according
to Robert's Rules of Order, when deemed appropriate or necessary.
Article 7 VOTING PROCEDURE
7.1 Each Member Team shall be assessed an Annual
League and MSA Affiliation fee and must appoint a Team Representative
to sit on the League Board of Representatives. Each Team shall receive
one vote. To be eligible to vote for a Team, the representative must be
registered with the Team. To be eligible for member teams to vote, all
League and MSA affiliation fees must be paid according to the fee structure
set up by the Treasurer at the Annual or Semi-Annual General meetings.
7.2 Members of the Executive shall only vote at
Executive Meetings and monthly meetings. Executive members cannot vote
at Special Meetings, Annual and Semi-Annual General Meetings. Proxy votes
are not permitted at Executive Meetings. The President shall only vote
in the event of a stalemate of votes.
Article 8 QUORUM
8.1 No meeting shall be continued or held without
Quorum. In such cases, the Meeting shall be adjourned and re-scheduled.
A majority of the membership constitutes Quorum. If at any Meeting of
the Association, a Quorum is not present within thirty minutes after the
time is called for the Meeting, the Meeting shall stand adjourned and
recalled at a new time and date.
Article 9 DUTIES OF OFFICERS
9.1 Each Team Representative may be placed on a
Committee by the Executive. Teams should make sure their Team Representative
is willing to work on a Committee and attend all Meetings. Each Team should
send the same representative to each meeting. If the Team Representative
is not available for a meeting, a registered Team Member may represent
the Team by proxy.
9.2 Team representatives are responsible for ensuring
that all the information distributed at League meetings is made accessible
to the Team's members.
9.3 Executive positions shall be open and limited
to Team Representatives, Players, Coaches, Managers, and Interested Individuals.
In order to provide continuity in office, Executive Members shall be elected
and shall retire in rotation.
a) At the Annual General Meeting (even years) for
the election of officers, the President, the Secretary, the Treasurer
shall be elected to hold office.
b) At the Annual General Meeting (odd years) for
the election of officers, the First Vice President, the League Convenor,
and Directors shall be elected to hold office.
c) At the Annual General Meeting, a League Disciplinarian
shall be appointed to hold office for a term of one (1) year.
Terms of Office shall be for two years or from
the date of the Meeting at which they were elected or appointed to fill
a vacancy until the second Annual General Meeting after such Election.
9.4 Delegation of duties will be determined by
the President and the Executive.

Article 10 STANDING COMMITTEES
10.1 The League shall have standing committees
to be appointed by the Executive. The purpose of the standing committees
will be to make decisions in the committee's defined area of responsibility
and undertake actions and activities as delegated by the Executive.
Article 11 AMENDMENTS TO CONSTITUTION
11.1 Any proposed Amendments to the Constitution
must be proposed at least 30 days prior to an Annual or Semi-Annual General
Meeting, at which there has to be a 2/3 majority of Members present to
pass an Amendment to the Constitution.
Article 12 DISSOLUTION
12.1 In the event of the dissolution or the winding-up
of the affairs of the WWSL, all of its remaining assets, after payment
of its liabilities, shall be distributed to one or more recognized charitable
organizations in Manitoba.
